Most veteran families know about the VA benefits the veteran earned. Far fewer know there may be health coverage for the people who stood beside them: the spouse who managed the house through deployments, the surviving spouse who kept going after the funeral, the children who grew up around the service.
That coverage is called CHAMPVA, and many families who may qualify have never heard of it. They pay out of pocket for care, put off getting help or try to manage serious health needs at home on their own, without knowing there could be support available.
At BrightStar Care of Pinellas, we help families across Pinellas County understand CHAMPVA and coordinate skilled nursing care at home, so a benefit they've earned doesn't go unused.
What CHAMPVA Is, and Who It's For
CHAMPVA stands for the Civilian Health and Medical Program of the Department of Veterans Affairs. It's a VA health benefits program, but it isn't for the veteran. It's for eligible spouses, dependent children and survivors of veterans who meet certain service-connected disability requirements.
CHAMPVA is a cost-sharing program: the VA shares the cost of covered health care services and supplies with the family member. Covered care includes hospice, mental health care, outpatient care, inpatient care and skilled nursing care.
Who May Qualify
According to the VA, a family member may be eligible for CHAMPVA if they are not eligible for TRICARE and at least one of these is true:
- They are the spouse or dependent child of a veteran rated permanently and totally disabled from a service-connected disability.
- They are the surviving spouse or dependent child of a veteran who died from a service-connected disability.
- They are the surviving spouse or dependent child of a veteran who was rated permanently and totally disabled from a service-connected disability at the time of death.
- They are the primary family caregiver of a veteran through the VA's Program of Comprehensive Assistance for Family Caregivers and don't have other health insurance.
In some cases, surviving spouses and children of service members who died in the line of duty may also qualify. The VA makes the final call on eligibility.
What CHAMPVA Home Health Coverage Looks Like
This is the part families most often get wrong, so it helps to be clear. According to the CHAMPVA Guidebook, home health coverage is for intermittent, skilled-level care for a homebound patient. The care must be:
- Medically necessary
- Ordered by a physician
- Provided by a Registered Nurse (RN), Licensed Practical Nurse (LPN) or Licensed Vocational Nurse (LVN)
CHAMPVA does not cover housekeeping, homemaker services or companion care. It's designed for skilled medical needs at home, not everyday household help.
Why So Many Families Miss It
There are a few common reasons CHAMPVA gets overlooked.
People assume VA benefits are only for the veteran. Many spouses never think to ask whether there's something for them.
The eligibility rules are specific. CHAMPVA depends on the veteran's disability rating or cause of death, and many families don't connect those details to their own health coverage.
The need often comes years later. A surviving spouse may not need skilled care until long after the veteran has passed, when nobody is still thinking about VA paperwork.
The process feels intimidating. Between eligibility, documentation and coordinating with doctors, many families decide it's too complicated before they even start.
How BrightStar Care of Pinellas Helps Families Use CHAMPVA
Our goal is to make getting skilled nursing care at home as simple as possible for veteran families. We can help with:
- Understanding how CHAMPVA works and what the process looks like for your family.
- Coordinating with physicians and other providers involved in your loved one's care.
- Making sure the required documentation is in place so care can be set up correctly.
- Skilled nursing care at home from licensed nurses, following the plan of care ordered by your loved one's physician.
- Keeping your family informed as care gets underway and needs change.
Every care plan is overseen by a Registered Nurse. If your family also wants non-medical help, like companionship or help around the house, we can talk with you about those services separately.

Quick FAQs About CHAMPVA and Skilled Nursing at Home
Is CHAMPVA the same as TRICARE?
No. TRICARE is the Department of Defense health program for service members, retirees and their families. CHAMPVA is a VA program, and you can't be eligible for both.
Can the veteran use CHAMPVA?
No. CHAMPVA covers eligible family members. Veterans generally get their own care through VA health care. If both spouses are veterans, each may qualify for both programs.
Does CHAMPVA cover non-medical home care?
No. CHAMPVA home health coverage is for skilled care provided by licensed nurses. Companion care, housekeeping and similar services aren't covered.
